If you live in New Richmond you already know the river sets the terms. In 1997 the Ohio crested at 64.7 feet and covered roughly 95 percent of the village. In 2018 it hit 60.7 feet and put somewhere between a third and half the village underwater. Go back to 1937 and 250 of the village’s 415 homes were destroyed.

When the river goes back down it leaves three things.
A silt line on siding and foundations, usually well defined, often a good deal higher than people expect.
Mud across driveways, walks, patios, steps, and anything at grade.
Mildew, which shows up a few weeks later once things warm up, because the silt holds moisture against every surface it is sitting on.

Underneath is the other factor. Clermont County’s namesake soil, the Clermont series, is poorly drained silt loam over silty clay, with slow to very slow permeability and a water table at or near the surface from November through May. Half the year the ground barely drains. You see that as standing water at grade, splash back staining on the bottom courses of siding, and green growth on shaded foundations and walkways.
